In a large bowl mix 2 cups flour, sugar, yeast, and salt.
In a microwave-safe bowl combine milk, water, and 1/4 cup butter and warm it for 30 seconds. Make sure the butter is almost melted, it doesn't have to be fully melted.
Mix that to the flour mix and then add the egg.
Knead the dough for 2 minutes making sure everything gets combined. Add the rest of the flour and mix until dough forms into a ball.
Lightly flour your countertop and knead the dough for 6 to 8 minutes, the dough should be smooth and elastic and bounce back when lightly pressed with 2 fingers.
Transfer the dough into a bowl and cover with a towel and let it rest for 10 minutes.
Coat a pan with butter or nonstick spray and set aside
Cut the cheese into 32 pieces or cubes.
Cut dough into 32 pieces and wrap each piece around the cheese.
In a small bowl mix, butter, parmesan cheese, garlic powder, and Italian seasoning.
Dip each dough ball into melted butter mixture.
Place in the prepared pan and pour any remaining butter over rolls and cover with a towel.
